(Nir)bhaya, Does she ?

                                    

                                Has she become fearless?



                   Context: Nirbhaya Funds lying idle for last 3 years.



Brief Description of the issue:

It is shocking to know that for the past 3 to 4 years, almost all the Nirbhaya funds are lying idle. On one hand, crimes against women are on the rise and on the other, funds allotted to tackle this issue has remained un-utilised.

The Nirbhaya Fund now has a total amount of Rs 3,000 crore. Earlier in 2014-15 and 2015-16, Rs 1,000 crore each was allocated to the Rs 1,000 crore initial corpus. The home ministry, however, had sanctioned schemes worth just Rs 200 crore.

Under the Nirbhaya Fund, the two funds that have actually taken off include the universal women's helpline and the one-stop crisis centres (OSCC). It should be noted that when the OSCC was announced, WCD ministry wanted the centre to be present in every district. However, only one centre in every state was formed. The committee report notes that there are only eight operational centres.

What has been planned ??
installing panic buttons in cellphones, setting up CCTV cameras and GPS tracking in public transport and employing women conductors, among other measures, but most of these remain a distant dream three years later.

Food for thought:

It is really very much surprising to know that almost all Nirbhaya Funds are lying idle. Do the respective Women and Child Development Ministry thinking that she(Indian Woman) has become fearless? When the problem is at its worst, why there was no moment in these funds? Is the Women and Child Development Ministry that engaged? Where are the safety measures then? Mere paying a lip service doesn't yield any results. Who should be made accountable for this? Why shouldn't there be strict actions against those who are not performing? Why shouldn't these so-called people representatives performances be evaluated? 

There should be a mechanism wherein all the Govt. employees, along with those people's representatives be evaluated and rated for their performance. And their performance rating must be made public. We, who pay taxes, undergo appraisals. But those who get salaries out of our money not undergo such appraisals. All Govt employees have got a similar hike in the name of 7th pay commission. Assemblies/Parliament can enact laws on their own to increase their own salaries. Is there any value for taxpayer's money who has always been scrutinized, given a rating & hike depending on his work? Why should a non-performing employee be given a hike? Why shouldn't we divert those funds to incentivise well-performing employees?

Just worth giving a thought..!!
